The Project

The Township of Essa initiated a Municipal Class Environmental Assessment (Class EA) to evaluate options that would address deficiencies associated with Bridge No. 9 on the 5th Line over the Nottawasaga River. Bridge No. 9 is located on the 5th Line, north of 20th Sideroad and south of Sideroad 25 and provides a key transportation link between the communities of Angus, Baxter, and Alliston. The bridge currently operates as a single- lane structure, with sightlines on the southbound approach being below standard requirements for the posted speed limit. The project followed the Schedule ‘C’ planning and design process in accordance with the Municipal Class Environmental Assessment (last amended in 2024).

Environmental Study Report

An Environmental Study Report (ESR) has been prepared to document the Municipal Class EA process that was completed and, by this Notice, a copy is being made available for a 30-day public review and comment period. A digital copy of the ESR can be viewed on the Township of Essa’s website as of July 8, 2024 at www.essatownship.on.ca.
A hard copy of the document is also available for review during regular business hours at the Township Administration Centre located at 5786 County Road 21 in Utopia or at the Angus Branch of the Essa Library located at 8505 County Road 10. 

Comments Invited

Public, agency, and stakeholder consultation, including communications with Indigenous Communities, was and continues to be an important part of this Municipal Class EA process.
Interested parties may submit written comments to the Study Team Project Manager (contact information below) by August 9, 2024.
In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order to require the completion of a higher level of study, or that conditions be imposed, on the basis that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Such requests must be submitted in writing to the Ministry and Study Team contacts listed below. Please note that requests for an order on grounds unrelated to aboriginal and treaty rights may not be considered by the Ministry.
